Toksika, UAB is a state-owned company. Institution representing the State – Ministry of the Economy and Innovation of the Republic of Lithuania.

Management board

The highest governing body of the company is the General Meeting of Shareholders. The General Meeting of Shareholders elects the Company’s Management Board for a 4-year term of office. The board consists of five members: four independent members selected through an open competition, and one member representing the Ministry of the Economy and Innovation of Lithuania as the manager of the principal shareholder’s (the State’s) holding. The board elects its chair from among its members. 

The Board appoints and removes the company’s Chief Executive Officer (CEO), sets the terms of the CEO’s employment contract, considers and approves the company’s operational strategy and management structure, and reviews and evaluates the company’s operating results.

Given the company’s size (according to the Republic of Lithuania Law on the Preparation of Financial Statements, Toksika is classified as a medium-sized enterprise), no board committees are established.

Arūnas Dirvinskas

Arūnas Dirvinskas

CEO

Arūnas Dirvinskas was appointed CEO of Toksika by a May 2014 resolution of the board. Since his appointment, he has not held any other positions within the company or in any other enterprises or organisations. Before becoming the head of the company, Mr Dirvinskas was director of development at UAB Turto valdymo firma (2010–2013). Prior to that, he served as general director of UAB Posūkis (2006–2010) and held other managerial positions (2001–2006).

In 2008, he obtained a master’s degree in management and business administration in the field of international trade from the Vilnius University International Business School.

Lukas Andronavičius

Executive Director

Lukas Andronavičius assumed the role of executive director of UAB Toksika in January 2025, having previously served as commercial director from November 2015 to December 2024. From 2012 to 2015, he worked at UAB VAATC (Vilnius County Waste Management Centre), where he held the positions of legal counsel, head of the legal department and, ultimately, director. From February 2016 to May 2018, he was a board member at SĮ VASA (Vilnius Waste System Administrator).

Mr Andronavičius is a graduate of Mykolas Romeris University, where he obtained a bachelor’s degree in law (law and governance) in 2011, followed by a master’s degree in law (business law) in 2013.

Stanislavas Zablockis

Stanislavas Zablockis

Head of Strategy and Finance

Stanislavas Zablockis joined Toksika as Head of strategy and finance in July 2023. He has extensive experience in strategic planning, governance, forecasting, financial management and control. Since beginning his career in 2000, he has worked as a business consultant, finance manager and in other senior roles, and has run his own consultancy, advising industrial, service, financial, IT and public sector organisations and state‑owned enterprises.

Mr Zablockis is a graduate of Vilnius University, where he obtained a bachelor’s degree in business administration and management in 2000, followed by a master’s degree in accounting and audit in 2002.

Marius Busilas assumed the role of development manager in January 2025, having previously served as development project manager from February 2023 to December 2024. In addition to holding a master’s degree in business organisation and management, he has worked in corporate management and major project delivery since 2002, and has held managerial positions since 2013.

Bronislovas Skarbalius

Bronislovas Skarbalius

Head of Šiauliai division

Bronislovas Skarbalius has been head of the Šiauliai division since the deregistration of the Šiauliai branch on 31 July 2019, where he served as branch director from 2004. Before taking up these roles, he held senior positions at Toksika, serving as director from 1997 to 2004 and as technical director from 1996 to 1997.

Mr. Skarbalius graduated from Kaunas University of Technology in 1981, specialising in electrical drives and automation of industrial equipment.
